Open settings

I can't opn the settings app in windows 10, from anywhere. At first i could atleast connect to WiFi from the taskbar, but now i can't even do that. Adding another user doesn't help, it won't open from that account also. I tried the troubleshooter. I CAN open settings from everywhere when booted in safe mode though.
